Apply for the Romanian Government Scholarship by the Ministry of Entrepreneurship and Tourism (MAT). The Ministry of Entrepreneurship and Tourism together with the Ministry of education announce the launch of the selection process. The Ministry is awarding a number of 40 scholarships to foreign citizens or Romanian citizens residing abroad.
Between April 1 and June 30, 2023, the application files for the scholarships granted by the Romanian government for the academic year 2023–2024 must be sent in electronic format to the addresses provided. The file will be sent scanned to MEEMA, the original will be presented only by the accepted candidates at the educational institution where the training will follow.
The selection committee will approve, within the number of places, the list of accepted candidates, as well as a number of candidates for the reserve list, in case some selected candidates would give up the scholarship offered. Students may apply for a Bachelor’s, Master’s or PhD programme under this scholarship program.

- Coverage of accommodation expenses (accommodation will be provided to the extent of available places, in dormitories, according to the regulations of higher education units).
- You will receive a financial stipend to help cover your daily living expenses.
- Discounts for domestic public transport and medical insurance in case of emergencies
- You will be exempt from registration and administration fees when registering for your degree programme
Eligibility
In order to apply, you must full fill the following application conditions:
- The scholarship is open to foreign nationals from all countries of the world except the EU and EFTA Member States.
- Priority is given to citizens from non-EU states with whom Romania has not completed cultural and educational collaboration documents.
- Foreign citizens of Romanian origin and those belonging to the nearby Romanian historical communities benefit from other scholarship programs.
- Scholarships are awarded for 3 levels of study:
- Bachelor’s degree: This program is addressed to graduates of higher education or equivalent pre-university studies, as well as to candidates requesting the equivalence of partial studies and the continuation of university studies in Romania.
- The complete program runs for a period of 3-6 years, depending on the profile of the chosen faculty, and ends with a bachelor’s exam.
- Master’s degree: This program is addressed to university / postgraduate graduates, runs for a period of 1.5 or 2 years and ends with a dissertation.
- Doctorate: This program is addressed to graduates of university / postgraduate studies – master’s program, runs for a period of 3-4 years, depending on the profile of the chosen faculty and ends with the defense of a doctoral thesis.
- Bachelor’s degree: This program is addressed to graduates of higher education or equivalent pre-university studies, as well as to candidates requesting the equivalence of partial studies and the continuation of university studies in Romania.
- Priority areas: Priority will be given to applications from candidates wishing to study economics and business, agricultural sciences, technical studies, oil and gas.
- Requests for other areas will be considered, to the extent available.
- Language of study: In order to promote the Romanian language and culture among foreign citizens, the ministry decided that the beneficiaries of scholarships granted by the Romanian state to study only in Romanian.
- For candidates who do not know Romanian, an additional preparatory year for language study is granted Romanian.
Application
You application must consist of fully completed application forms along with the required documents as specified below.
- Letter of recommendation: The letters of recommendation will be issued by one of the following entities:
- The Ministry of Entrepreneurship and Tourism(The Office of Commercial and Economic Promotion)in the candidate’s country of residence
- Embassy, consulates, commercial, cultural offices, honorary consulates of the candidate’s country of residence in Romania
- The Economic entities (importing and / or manufacturing firms). Recommendations will be supported by the representative of the Romanian Ministry of Economy, Energy and Business Environment (the Office of commercial and economic promotion) in the candidate’s country of residence
- Organisations that through their activity can contribute to the promotion of bilateral economic relations, economic, professional and employers’ associations, cultural associations
- Higher education institutions and other academic institutions. The recommendations will be signed by the head of the respective institution (rector / dean), will be written on paper with the letterhead of the institution and will have a registration number and the institution stamp

- Birth certificate –photocopy and certified translation
- Certified copy of the the passport, valid at least 6 months after the beginning of the requested study program
- Document attesting the permanent residence -photocopy and certified translation
- Certificates of studies, authenticated by the competent authorities of the issuing country -photocopy and certified translation
- A Certificate attesting the graduation of high school, bachelor, master or Ph.D studies, as the case may be, for the graduates of the current year -photocopy and certified translation
- Academic Transcripts, authenticated by the competent authorities of the issuing country -photocopy and certified translation.
Other Documents
- Applicant’s declaration that he/she did not benefit of another scholarship from the Romanian Government for the requested academic level
- Medical certificate in one of the following languages Romanian, English or French
- For the Ph.D studies scholarship: the agreement of the scientific coordinator
- Four recent passport type photos
- Other documents requested by the Ministry of Education and Research of Romania
